Abstract

Contemporary cloud-scale predictive analytics and AI-based data analytics models can strengthen fiscal compliance institutions and processes, crucial for revenue sustainability. Revenue administrations facilitate taxation compliance and enable public sector institutions to discharge their financial obligations. Enhanced compliance reduces future risk contingencies and associated borrowing costs. Investments in predictive modelling and forecasting for better targeting of tax and other revenue policies, by presenting evidence-based information to private sector businesses and individuals, yield significant value. The resultant improvement in operating efficiency and associated cut in unit costs can contribute positively to the budgetary position of government. A theoretical framework supports this proposition.

The proposal aligns with the principles of public financial management—transparency, accountability, equity, and fiscal integrity. It encompasses the architecture, technology, data foundations, compliance frameworks, and risk management mechanisms that support the integration of Cloud-Scale Predictive Analytics with AI-Enhanced Compliance Institutions. Cloud-Scale Predictive Analytics covers the nature and role of the underlying data, the modelling approaches adopted, and the size of the analytics, including implications for the governance of public finance. AI-Enhanced Compliance Institutions encompass the internal and external controls that support tax and revenue compliance.
